Titre : Service provision in areas with low demand densities: A trilemma
Résumé : Public service provision in rural areas, which often are characterized by low densities of service demand, is often a fragile balance between tight budgets and accessibility considerations. In the EU, expected ageing and population decline will make it even more challenging to maintain this balance. The presented work explores the implications of foreseen local demographic changes on the provision of primary education across the EU. In this work, changes in demand, school locations, accessibility and expected operational costs have been modelled. The results are meant as a wake-up call for regions that are often struggling with the foreseen implications of demographic change. This presentation will show some of the highlights of this study, and will also discuss current analyses to establish the geographical 'bandwidth' of accessibility impacts, and the potential savings of coordinated mitigation..
